Inside the primary dikes, Dordrecht, just like many other Dutch cities, needs to restructure. Especially areas built just after the Second World War are in need of regeneration. Dordrecht sees this as an opportunity to integrate the water and climate challenges within the redevelopment  efforts and make the city climate proof.

When facing flood risk from sea and rivers, Dordrecht lies at one end of the topographical and water management spectra. The Island of Dordrecht includes urban, industrial and rural areas within and outside the primary dikes. In addition, the institutional arrangements are relatively simple. The Island of Dordrecht comprises of only 1 municipality, 1 water board, 1 province, and falls in its entirity within 1 safety region and 1 region of Rijkswaterstaat. This setting makes it ideal for policy development.
